Washington DC - Beginning next Monday, February 3, the Center for Arms Control and Non-Proliferation will publish the first in a series of five homeland security budget analyses following the President’s submission to Congress of the fiscal year 2004 federal budget. For five consecutive days, the series will provide a fresh look at the budgetary challenges the administration and Congress will face as they juggle the dual tasks of preventing terrorist attacks against the United States and assembling the new department.
At the local, state and federal level, legislators and those on the front lines protecting America against terrorism, have identified pressing needs to address America’s vulnerability to terrorism. Next week’s budget series will provide the baseline from which these constituencies fight their budget battles in the coming year.
