With the Bush administration set to request next week only a $70 billion chunk of its total Fiscal Year 2009 war budget, the Center for Arms Control and Non-Proliferation criticized the administration for circumventing the will of Congress and requesting only partial funding for ongoing military operations in Iraq and Afghanistan.
